The initial wave targets approximately 2,700 passport holders who owe $100,000 or more. However, the State Department has indicated that the program will soon extend to all parents above the $2,500 statutory threshold—a figure that could encompass a far larger number of Americans once state agencies finish reporting their data to HHS.

The State Department has also stated that once a passport is revoked, it can no longer be used for travel. Eligibility for a new passport will only be restored after the parent’s child support debt is paid in full and the individual is no longer flagged as delinquent in HHS records.

“This is not a new law. For parents in those situations, California law allows them to go back to court and request a modification of their child support order to reflect their current financial circumstances.
